Dr Dhal Singh Bisen took the oath of office and secrecy at a ceremony in Lok Bhavan, Uttarakhand. The oath was administered by Acting Chief Justice Manoj Kumar Tiwari of the Uttarakhand High Court. Bisen is now the state’s governor.
